BACKGROUND
 
RHCS is still an area of concern that remains elusive in many of our country programming documents. Since ICPD in 1994, many governments, bilateral and multilateral agencies have collectively established partnerships in an attempt to make RH commodities especially contraceptives more readily available and of good quality. In ICPD +5, UNFPA role was well defined by being urged to strengthen its leadership role within the United Nations system in assisting countries to take strategic action necessary to ensure availability of reproductive health services and choice of reproductive health products, including contraceptive. UNFPA has been and remains a leading stakeholder in promoting RHCS globally. Efforts have also been made in extending this global effort to country levels.

It is in light of this effort that the CST team in Kathmandu in collaboration, UNFPA Country Office and the Government of Sri Lanka are collectively supporting a workshop on RHCS with emphasis on contraceptives.

 

 
GENERAL OBJECTIVE
 
The general objective of the workshop is to strengthen RHCS programming capacity at the country level.
 
 
SPECIFIC OBJECTIVES
 


·         
Develop a better understanding of RHCS and its determinants;

·          Improve ability to programme RHCS at the country level;

·          Improve understanding of Logistics Systems;

·          Facilitate understanding and capabilities of manual and computerized LMIS;

·          Develop an RHCS Action Plan (RAP)

 

 
PARTICIPANTS PROFILE
 


Each Country Office is expected to finance three places – two government staff and one employee. Gender balance should be given priority in the selection process.

The profile of the participants will include:

  • At least five years experience on RH-programme related tasks with substantial understanding of RHCS determinants (Enabling environment, Utilization, Demand, Access, Supply, Procurement, Funding, Coordination, Advocacy/BCC/IEC, Supervision, Capacity Building and M&E);
  • Categorized as mid/higher level staff with titles ranging from RH coordinator to RH director;
  • Proficiency in speaking, reading and writing in English;
  • Ability to influence RHCS decision-making process;
  • Ability to train other nationals in RHCS;
  • While computer literacy rate should not be a deterrent, we would like to know participant computer skills: they can be assessed as none, some or enough to perform my duties.

 

For the CO, NPPP or NPO with substantial programme experience could be considered.

 

   
   


Participants also should be informed that the selected candidates are required to familiarize themselves with RHCS laws, policies, strategies and guidelines in their respective countries. They are also requested to bring such documents with them.
 

 
   
 
COST
 
The country Offices will be required to pay 600 USD as registration fee. This will be used to cover workshop facilities, rented equipment, logistics and refreshments. They will also be required to cover ticket costs and DSA for participants.
