Job Description
- Contribute to enhancing national
capacity for effective planning, implementation and management of
population and RH programmes and projects particularly focusing on the
decentralized programme management approach. This will involve design
and facilitation of training and identification and mobilization of
potential national/regional individual and institutional partners for
management capacity development.
- Contribute to enhancing national
capacities to develop and maintain Management Information Systems (MIS)
and logistic systems to respond to the need of RH programme for
monitoring and evaluation as per ICPD recommendations and Results-Based
Management. This task will involve design and facilitation of formal
training and conducting informal, on-the-job training. Similarly it will
require identification and mobilization of potential national/regional
individual and institutional partners for more active participation in
RH/FP MIS and logistics.
- Ensure increased availability and use at
the country level of technical information to improve the effectiveness
of national RH/FP programme through data collected from MIS and
logistics systems. Promote inter-country exchange of such information,
particularly sharing knowledge based on lessons learned.
- Analyze, synthesize and disseminate best
practices and demonstrate the use of data generated from MIS and
logistic systems in improving national RH programmes.
- Assist countries in designing and
implementing RH Logistics Management systems, in conjunction with the
MIS to ensure integrated availability of programme information and
logistics information to managers for effective decision making. This
includes projecting contraceptive needs and improving inventory
management, indenting and distribution practices.
- Identify training needs in the
government and NGOs in problem analysis, stakeholder analysis and other
aspects of the Logical Framework Approach (LFA) such as specification of
results chain, indicators, means of verification and selection of
cost-effective strategies that are gender sensitive and culturally
appropriate. Assist in the preparation of management development
projects at the country level.
- Assist UNFPA country offices in
effective implementation of the RBM approach, develop and use Office
Management Plans that incorporate elements of programme management,
financial management, human resource management and information sharing.
Contribute to country and regional level efforts by the Headquarters for
capacity development in programme management, monitoring and evaluation.
- Provide technical assistance at key
stages of UNFPA programme cycle, starting with situation analysis and
programme formulation incorporating the emerging strategic shifts and
consistent with the CCA and UNDAF processes. Assist the country offices
in the preparation of management development initiatives in monitoring
progress and evaluating their impact of the programme.
- Assist countries in ensuring that UNFPA
support for population and RH programmes/projects link well with SWAPs,
PRSPs, Millennium Development Goals (MDGs) and other similar exercises
at the country level.
- Assist UNFPA Country Offices in the
preparation of results-oriented Monitoring and Evaluation Plans,
including the design of appropriate monitoring practice, indicators of
progress and taking corrective actions. Assist in the design of
evaluation studies that enhance organizational learning and feedback for
the next planning cycle.
- Analyze, synthesize and disseminate
lessons learned in population and RH programme planning and management
and help in south-south collaborative learning, wherever appropriate.
- Assist, in collaboration with UNFPA
Headquarters, in promoting results-oriented monitoring and evaluation.
- Assist in human resource development,
including preparation of training materials appropriate for the region.
- Contribute to health sector reform
exercises by coordinating studies on financing issues, including sources
and uses of funds for RH as necessary. In the larger context of the
Results and Resources Framework, assist country offices with costing of
programme/project activities, as necessary.
