Job Description

  • Contribute to enhancing national capacities to collect, analyze, and utilise population data in the formulation of population and development policies and in the design and evaluation of population programmes. These tasks will involve design and facilitation of formal training and conducting informal, on-the-job training; identification and mobilization of potential national/regional individual and institutional partners for more active participation in population and development activities.
     

  • Provide technical support towards formulation and change of policies in the area of population and development within the context of national poverty reduction programmes.
     

  • Promote awareness and understanding of the interrelationships between population, poverty and the environment with special attention to gender and others cross-cutting issues. Assist in the integration of key population issues (including environment, gender and HIV/AIDs).
     

  • Assist in identifying current and emerging demographic, social and economic trends and issues relevant to population and development. Provide support to countries to take account of population factors, both as consequences and determinants in their national development plans and programmes.
     

  • Provide technical support in the use of state-of-the-art methodology and techniques of conducting population censuses and statistical surveys in order to improve data collection, analysis and utilization of data.
     

  • Assist countries in designing population censuses, surveys and registration systems and promote the use of an integrated information systems, including the use of GIS, in support of population and development and RH/FP strategies. Assist the countries with full application of international standard instruments and analytical techniques for population censuses and surveys.
     

  • Assist countries in the adaptation and standardization of statistical concepts, definitions and terminologies to improve quality and comparability of statistics in the sub-region. Assist countries to do indepth analyses of census and survey data on topics related ICPD.
     

  • Assist countries to assess the need for demographic and health/RH surveys, and in carrying out both quantitative and qualitative researches. This will include assistance in the design, conduct and the analysis of such surveys, and researches.
     

  • Undertake analysis of costing and financing of programmes and projects.
     

  • Analyze the development context within which the CCAs, UNDAFs, PRSPs and SWAPs are developed, and assist in placing UNFPA support complementary to the UN system approach to development. Special attention will be given to human rights issues, poverty alleviation and people-centered development.
     

  • Provide technical support at key stages of the UNFPA country program cycle to ensure incorporation of population and demographic profile, population and development linkages, RH, HIV/AIDs, gender issues, girls education and human rights issues. Throughout these processes, emphasize Results Based Management (RBM).
     

  • Identify, analyze and synthesize lessons learned on population and development concerns at country level and facilitate exchange of knowledge, information and experiences at the national, regional and inter-regional level.
     

  • Assist in the formulation and evaluation of policies and sectoral plans relating to population and development and of action plans relating to such policies.
     

  • Perform any other duties as required for the implementation of UNFPA’s guidelines on population and development strategies.
